AFD Group activity in India

On 19 June 2006 the CICID (
Inter-ministerial Committee for International Cooperation and Development) authorized AFD “to operate in India and Brazil on an experimental basis and to continue its operations in Indonesia and Pakistan via non-concessional loans or loans with very low rates of concessionality for projects contributing to a better management of global public goods with a “high profile for France and French influence”.

Strategy
Priority is given to climate change issues: energy efficiency, renewable energies and urban transport. Biodiversity Preservation and Combating Major Pandemics components are not excluded, but in terms of India’s demand they are not currently in line with the instruments we are able to implement under this mandate.
The Intergovernmental Agreement signed in January 2008 defines a relatively restrictive framework for AFD’s Development Assistance activities in India and only integrates sovereign concessional activities and public non-sovereign activities.
