France 3: the news at midnight - Access to water in Phnom Penh

In just ten years the Phnom Penh Water Supply Authority has become one of the most efficient water supply companies in the region. The midnight edition of the news tells us about this project…

Project Spotlight

The project to rehabilitate the Prey Nup polders began in 1997 with 3.35 million euros of AFD financing. Works were conducted by a Cambodian company and a “development support” component, which included works supervision, was awarded to the NGO Group GRET and Handicap International.
In 1999 AFD allocated 3.6 million euros of additional financing to continue and extend the project to 2 500 additional hectares. A third allocation of 3.8 million euros in 2002 aimed to consolidate the progress achieved.

This is a pilot project because it is the first time that the management of a major hydro-agricultural area has been transferred to a users’ organization. The PUC comprises 1 500 democratically elected members and is in charge of water management for the irrigated areas and maintenance for the channels, equipment and dykes. It also collects user fees which guarantee the sustainability of the project.
