The new strategy of France at Cambodia, confirmed by the signature of the first document of parternership - DCP, defines the framework of intervention of AFD from 2006 to 2010.
In accordance with the document of partnership signed in September 2005 between France and Cambodia, AFD concentrates the majority of its future interventions (2006-2010) in the agricultural sectors, health, environmental protection and bio-diversity, according to the defined priorities for these sectors by the Interministerial Committee for International Cooperation and Development (CICID).
Axis 1- Agriculture and Food security
It is estimated that 85% of Cambodia’s population is rural. National agricultural production is undiversified and focuses on rice growing, mainly for home-consumption. Agricultural development is one of the most promising sectors for the country’s economic growth. AFD therefore defined this sector as a high priority with a specific focus on interventions in the rubber and irrigated agriculture sectors. <Next>
Axis 2 – Health and combating AIDS
Despite considerable progress over the past ten years Cambodia still has among the lowest health indicators in the West Pacific. The health system was rated in 2000 and is in 174° position according to the WHO. AFD, following the reform in French cooperation, has been committed to this sector since 2006. <Next>
Axis 3 – Environmental protection and biodiversity
Sound natural resource management is a real stake for development and a concern for AFD. Biodiversity crises can directly or indirectly jeopardize a wide range of activities and development programs. Cambodia benefits from great wealth in terms of biodiversity, yet it is increasingly threatened. AFD Group therefore now strives to develop, protect and conserve Cambodia’s natural resources, particularly in the Cardamone massif. <Next>

- the priorities of the royal government of Cambodia,
AFD seeks to provide the right answer to Cambodia’s current needs by integrating the national policies which have been identified. The first three strategic objectives mean AFD Group contributes to the Government’s Rectangular Strategy and Cambodia’s National Strategic Development Plan.
- France’s international commitments,
It meets the CICID’s new priorities and strengthens France’s international commitments in terms of international aid. The final strategic axis is in line with the Global Biodiversity Convention and the recent Paris Summit recommendations on Biodiversity.
- the Millennium Development Goals (MDGs)
The Cambodian MDGs (CMDGs) are a specific focus and aim to eradicate extreme poverty and hunger as well as to guarantee a sustainable environment. This new intervention strategy focuses specifically on: reducing child mortality, improving maternal health and combating AIDS and other diseases, food security and preserving public goods.
